Leslie A. Taylor Leslie Taylor has more than 20 years experience in the field of spectrum management and telecommunications.  She currently is employed at the National Telecommunications and Information Administration, which manages the radio-frequencies used by U.S. government agencies.  She is part of a team working on improving spectrum management, particularly in the Federal sector.  This effort focuses on promoting efficiency in the use of spectrum and identifying and implementing incentives for more efficient use of spectrum. In addition to heading LTA, Inc., Leslie served in a number of positions at the Federal Communications Commission and was director, regulatory affairs at a domestic satellite company.
