Leslie Taylor Associates has extensive experience in legal, policy, regulatory, technical and strategic aspects of wireless communications. Leslie Taylor served at the Federal Communications Commission, within the Wireless Bureau, and as legal advisor to two Commissioners, as director of regulatory affairs at a U.S. domestic satellite company, as head of Leslie Taylor Associates, and most recently, as a telecommunications specialist at the National Telecommunications and Information Administration (NTIA). At NTIA, Leslie Taylor provided policy input on the identification of 500 MHz of additional spectrum for advanced wireless communications, as directed by the White House in 2010. The allocation of this spectrum is required to support advanced wireless communications, licensed and unlicensed. She also is the principal author of the Federal Strategic Spectrum Plan, a compedium of Federal government spectrum use, identifying frequencies, service categories, systems and agency use. Leslie Taylor's background encompasses regulation of non-government spectrum uses (FCC), spectrum and satellite regulation including international allocations (Leslie Taylor Associates), and U.S. government agency allocations and use of the radiofrequency spectrum (National Telecommunications and Information Administration).
