Leslie Taylor Associates has extensive experience in legal, policy, regulatory, technical and strategic aspects of wireless communications. Leslie Taylor served at the Federal Communications Commission, within the Wireless Bureau, and as legal advisor to two Commissioners, as director of regulatory affairs at a U.S. domestic satellite company, as head of Leslie Taylor Associates, and most recently, as a telecommunications specialist at the National Telecommunications and Information Administration (NTIA). At NTIA, Leslie Taylor provided policy input on the identification of 500 MHz of additional spectrum for advanced wireless communications, as directed by the White House in 2010. The allocation of this spectrum is required to support advanced wireless communications, licensed and unlicensed. She also is the principal author of the Federal Strategic Spectrum Plan, a compedium of Federal government spectrum use, identifying frequencies, service categories, systems and agency use. Leslie A. Taylor Leslie Taylor is well-known in the telecommunications field for her expertise, strategic perspective and proven
record in obtaining spectrum allocations, licenses and service rules for wireless and satellite communications companies.
She recently returned to consulting after six years at the National Telecommunications and Information Administration,
which manages the radio frequencies used by U.S. government agencies. Most recently, she contributed to the effort to
identify an additional 500 MHz for advanced wireless services, to be reallocated from U.S. government uses as well as non-government
uses. In addition to heading Leslie Taylor Associates for 15 years, Leslie served in a number of positions at the Federal
Communications Commission and was director, regulatory affairs at a domestic satellite company. She represents clients before the Federal Communications Commission, executive branch Federal agencies, the International Telecommunication Union and the ITU Radiocommunication Sector and within IEEE standards-setting bodies.
